That the Board of Management, known as the Cochrane Library Board, shall consist of a total of nine (9) appointed members with powers to act under the applicable provisions of the Libraries Act as it pertains to Municipal Libraries. Of the nine (9) appointed members, one (1) shall be an elected member of Council appointed for a period not to exceed the elected term of office of the Councillor, or such shorter period as decided by Council. Of the eight (8) appointed Members at Large, seven (7) shall be residents of the Town of Cochrane and one (1) may be a resident of the Town of Cochrane or the Municipal District of Rocky View. The Members at Large shall be appointed by Council for a period not to exceed three (3) years, or such shorter term as decided by Council. Wherever possible, the term of appointment of Members at Large shall be staggered to provide continuity to the operation of the Board (Town of Cochrane Bylaw No. 19/2005).

The Cochrane Library Board meets nine times a year on the third Thursday of each month each except December, July, and August.

Under the authority of the Libraries Act of Alberta, the Cochrane Library Board assumes the duty for developing policies related to the framework, governance and operational management of the Library.
